Civil Service Board Seeks to Violate Seniority System
Local 3090 has been actively lobbying in City Hall to make sure that the Civil Service Board will not be allowed to suspend the seniority system.
This past May, the Civil Service Board, at the behest of the Mayor, sought to amend Section 8.7 of the Civil Service Rule: If work is suspended due to a declaration of a financial emergency, it is not necessary that layoff seniority order be used in the temporary layoff of employees. The suspension of work must be known to be temporary.
Alice Goff, President of Local 3090 stated the rule change would negate the whole process of mutual gains bargaining. She further pointed out that there would be nothing to bargain over if the rule says that the City has the authority to proceed with layoffs once an emergency has been declared. Further, this rule change would violate the L.A. City Charter and trash the seniority system.
Your union stands foursquare against this rule change and will continue its efforts to make sure it is not implemented.
